Rationale

Ballarat Health Services operates in accordance with the National Disability Insurance Schemes (NDIS) registration requirements in provision of services to eligible participants


Expected Objectives / Outcome

All Services offered by Ballarat Health Services (where applicable to NDIS Quality and Safeguards framework) must be registered with the National Disability Insurance Agency (NDIA).

Background:

A person (or service) may apply to the National Quality and Safeguards Commissioner to be a registered NDIS provider in relation to one or more of the following:

1. The provision of supports or services

2. Managing the funding for supports under participants’ plans (This is not Applicable to BHS)

3. The provision of supports under participants’ plans.

A condition of registration is that the person(s) providing services to NDIS participants must comply with all applicable requirements of the NDIS Code of Conduct.

National Disability Insurance Agency (NDIA)

The National Disability Insurance Agency is a Commonwealth Government body that oversees and implements the National Disability Insurance Scheme.

The NDIA's primary functions are:

  • Delivering the NDIS
  • Managing, advising and reporting on NDIS finances
  • Promoting awareness of disabilities and disability issues
  • Collecting data associated with disability and disability support
  • Conducting research into disability and disability support

National Disability Insurance Scheme (NDIS)

NDIS Participant (relevant to BHS service provision) means:

(a)  a person (other than the Agency) who receives:

(i)  funding for provision of supports or services

NDIS provider means:

(b)  a person or entity (i.e. BHS):

(i)  who provides supports,services and consumer infornation (see Appendix 1 and 2) to people with disability under the National Disability Insurance Scheme


Issues To Consider

Risk management plans to be maintained and given effect where appropriate. Risk Register to be maintained via VHIMS

All persons providing NDIS services must be appropriately registered with their own discipline governing body and at all times comply with the conditions of employment at BHS

Classes of supports for which BHS as a NDIS provider must be registered for include:

1. A class of supports to a participant if, during the provision of the supports, there is, or is likely to be, an interim or ongoing need to use a regulated restrictive practice in relation to the participant. 

2. BHS as an entity must be registered with the NDIA to provide specialist behaviour support services to a participant if the person will, as part of the provision of the services:

(i) Undertake a behaviour support assessment (including a functional behavioral assessment) of the participant; or

(ii) Develop a behaviour support plan for the participant.

3. The supply of applicable disability equipment, therapy or services as per 'NDIS Class of Supports' table

Detailed Steps, Procedures and Actions

BHS is a registered NDIS provider for:

The provision of supports or services (as per the NDIS Class of Supports table)

 

BHS ABN is to be used when applying for Registration of Services (under the auspice of BHS)

 

BHS as a registered NDIS provider must comply with conditions of registration

1. Comply with all applicable requirements of the NDIS Code of Conduct;

2. Comply with all applicable standards and other requirements of the NDIS Practice Standard (including the NQ&SC)

3. Comply with all applicable requirements relating to record keeping prescribed by the NDIS

4. Implement and maintain an applicable complaints management and resolution system

5. Implement and maintain an applicable incident management system

6. Comply with all applicable requirements relating to reportable incidents

7. On request, provide information specified in the request within the period specified in the request (which must not be less than 14 days).

8. Provide Supports and services approved within the NDIS Participants plan

 

Payment for NDIS Services

1. Agency Managed

(i) A Service Booking must be created within the participants plan

(ii) The Plan must have sufficient funds (and relevant support code) to support the services purchased

(iii) If unable to create a service booking (due to insufficient funds etc), the participant will need to contact the NDIA prior to the supply / service provision.

 

2. Self Managed NDIS Participants

(i) Prior to placing an order for services, ensure the participant has enough funds to support payment for services rendered. Payment can be made online / over the phone using a Credit or Debit card, utilising the existing BHS online payment system. Once payment for services has been received, a receipt can be provided to the participant, allowing the participant to claim funds associated services costs from the NDIA

 

3. Planned Managed NDIS Participant

(i) Prior to placing an order for services arrange a request for invoice through BHS finance to be sent through to the plan managment agency. Once payment has been recieved, a receipt is issued to to the responsibile Planned Managment Agency allowing the support or service to be provided. If a plan managed participant is unable to readily access funds, ask the participant to contact their NDIS Planner.

The BHS Finance department can be contacted if there are any questions in relation to the online payment methodology
